- A brief description of our public body is as follows: Our purpose is to provide materials and services for the recreational, social, informational, and educational needs of the community

The total amount of our operating budget for FY 16-17 is: $493,000
Funding sources are property and personal property replacement taxes, state and federal grants, fines, charges, and donations.
Tax levies are:
- Corporate purposes (for general operating expenses)
- IMRF (provides for employee’s retirement)
- Social Security
- Maintenance (for maintaining the building)
- Tort Liability (insurance premiums, attorney’s fees , unemployment and worker’s compensation insurance)
- Working Cash
- Debt Service (for bond and interest payments)

- The following organization exercises control over our policies and procedures:
- NEWTON PUBLIC LIBRARY DISTRICT BOARD OF LIBRARY TRUSTEES, WHICH MEETS MONTHLY ON THE 3RD Monday of each month at 5pm at the library.
Its members are: Travis Farley, President; Ilene Woods,
Vice-President; Deborah Urfer, Secretary; Donna Connor,
Treasurer; PETER PASERO, Pam Bierman,
and Jeanette Hickox.
- We are required to report and be answerable for our operations to:
Illinois State Library, Springfield, Illinois. Its members are: State
Librarian, JESSE WHITE(Secretary of State); Director of State Library,
ANNE CRAIG; and various other staff.
